Dynamic Client Registration offered

The authorization server exposes a registration_endpoint (RFC 7591) so clients can register themselves at runtime. A passive scan sees only the advertised endpoint; whether registration is open to any client or limited to an allowlist is a manual observation, recorded as partial when limited.
